  "description": "Quality Measures used by the Centers for Medicare & Medicaid Services (CMS) for quality measurement programs can be endorsed by a \\\"Consensus-Based Entity\\\" (CBE). When this occurs, the consensus-based entity assigns an identifier for the endorsed measure, and this identifier is carried as part of the specification.
